Frank O’Roark joins EDI Partners with 35 years of healthcare experience, beginning as a programmer for The Computer Company, a Medicaid systems development company. After working on six MMIS contracts, he moved to Chicago to work with the Blue Cross and Blue Shield Association in the Medicare department with Part A (hospital) BCBS Plan contractors. Frank also worked on the development of the Blue Cross and Blue Shield InterPlan Teleprocessing Systems (ITS) and was Director of EDI for the Association and was instrumental in getting Plans involved in the X12 workgroups, adapted as the HIPAA standard. He has also worked for two clearinghouses, one being owned by Trigon BCBS and the other as Vice President of Payer Operations for RelayHealth. He developed the healthcare practice for Cap Gemini (Cap Gemini Ernst and Young) and was the national practice lead for Ernst and Young’s HIPAA service offering. Frank has most recently lead a group of “fixers” working on two healthcare exchanges to provide workaround solutions with positive results for enrollments and reconciliations. Frank holds MPA and MIS degrees from Virginia Commonwealth University.

Dave Edelstein joined EDIP-HC after a quarter century of healthcare EDI and technology experience and success. After building out the EDI department at Blue Cross Blue Shield of Massachusetts, he had further success with EDI and provider portal companies such as HCS, HII and NaviNet, developing and executing programs and strategies to lower cost and improve data management.

Kent has been actively involved in the healthcare industry since 1982 in the provider, payer, exchange, and medical-surgical distribution space. After graduating from William and Mary with a BBA and VCU with a MS in Mathematics, he joined the Department of Anesthesia Faculty at the Medical College of Virginia designing and building innovative and award winning hospital systems. He left MCV for Owens & Minor becoming their Director of Technology Services. This is where Kent became a key player in the development and promotion of emerging healthcare EDI standards in 1987. From Owens & Minor Kent founded EDI Partners, Inc. in 1994 providing EDI Managed Services and consulting to the overall business community. As President of EDI Partners, Inc. he has worked across multiple industries and has continued to be involved with healthcare, working with numerous payer plans and most recently with the Obamacare exchanges. Kent enjoys sports, reading, the arts, and participating in church.
